Goal: 1.0 Meet the changing needs of students in our community, by increasing the number of Career Technical Education course offerings, and GED testing availability.

Rationale: Focus Group recommendations: The community profile indicated that the unemployment rate in Baldwin Park is significantly higher than Los Angeles. In addition, 34.4 % of the people 25 years or older living in Baldwin Park have less than a 9th grade education.

Schoolwide Student Goal Addressed: All: Effective Users of Technology, Effective Communicators, Active, Self-motivated Life-Long Learners and Self-Actualized Individuals.

Action Plan #2: Institutional Growth and Expansion

Goal: 2.0 Create a professional learning community whose goal is to examine student learning within BPACE programs and share ways to improve student learning.

Rationale: Focus Group recommendations: BPACE needs to be more sophisticated and self sufficient about our staff development needs to make up for the vacuum caused by the elimination of the CALPRO Resource Centers.

Do we need new ESLRS?
Do we have results of the Action Plans?

From a very preliminary viewpoint, I think that most of the plans still have validity. For example, #1 could be re-written by : 1.0 Meet the changing needs of students in our community, by "maintaining and or" increasing the number of Career Technical Education course offerings, and GED testing availability. We have undersold our training value in a way. I think more emphasis should be put on institutionalizing the professional value BPACE offers to students over the educational value which is a given. For example, GED is available and we have put great effort into this successful program. What happens in GED, stays in GED. All the programs are currently separate programs by design, but all programs should be encouraged to understand and promote the value of each other. This should be reflected on campus everywhere. CTE has many certification programs but the emphasis is still on the necessity to get training to get a job. Pump it up to emphasize quality and resulting opportunity over necessity. We are that good, lets sell it.
I think that all teachers should be included as stakeholders somehow.
#2, I think we need a committee to target specific types of training needs and formulate a plan for each teacher and specific training for them over a period of time. We should actively look to our own staff for assistance and assign responsibility to monitor and report to the management team on progress.
#4, I think CTE is preparing these documents for PELL compliance (4.2, 4.3, 4.4).

Overall, I think more teachers and clerical staff need to be involved in an ongoing manner to ensure that the goals are achieved.
